1.3.8 Notifications of Concern Arising Outside Family Home - Pressing Need (Safeguarding) Protocol

This procedure is to be used when referring relevant child protection information to the Safeguarding Panel and to OFSTED.

1. Summary Report of Assessment

This report is completed by the Assessment Team following an allegation being made by any child or young person when they are in a setting other than the family home e.g. foster placement, school, nursery etc...and could relate to an adult or to another child or young person.

This protocol covers all children including those that are Looked After by Oxfordshire or by another local authority and placed in Oxfordshire.

For children and young people not Looked After, the agencies managing those settings also have a responsibility to report any such allegation against a member of staff or volunteer to the local  Local Authority Designated Officer (LADO) and you should advise them of this at the time. In Oxfordshire this will be the Designated Professional for Safeguarding in Education and the Service Manager, Safeguarding and Quality Assurance for all other settings.

The report should be forwarded to the relevant personnel indicated at the bottom of the form. Summary reports will be reviewed quarterly at the safeguarding panel.

2. Notification to OFSTED

In addition, cases where allegations have been made against an adult in such a setting (employed staff and volunteers) and that are deemed to be of a particularly serious nature should be reported to OFSTED using the attached Notification Form. The high thresholds implied by the stated criteria should be discussed with the Service Manager before the form is completed and despatched.

Cases involving staff in early year's settings should normally be passed to OFSTED.
